Yes all manger should be able to create the strategic plan, vision and mission as well, most of the people are creating strategy in their personal live, and it is very important to implement controlling function to see if their is any deviation to be fixed.

On the question, I would like to state that:
* All employees should be performing in accordance to company's strategy
* All managers should provide guidelines and supervision to their departments to ensure the implementation of company's strategy.
* All managers should report and feedback to senior management about the implementation of strategy.
* Senior management is responsible for monitoring the external environment (competitors, market, clients, government, laws, ..etc) and guide/supervise broadly the internal environment, also to create and review company mission/vision. Based on these inputs, plus required knowledge and experience, senior management will be able to CREATE/UPDATE company's strategy.
** Many multinational companies require all senior managers to obtain a formal education (like MBA) that ensure that each holds required knowledge of strategic planning among other things, regardless of the company core business or each individual background.
