Do you believe getting accession of WTO (world trade organization) will make the country safe in terms of food safety?

Today majority of the countries are looking to join WTO. It is said that this will strengthen trade ties of the country with other countries. So I think it is more or less an opening and green light to traders who collect money. But what will be the effect WTO accession on food safety affairs of the country? For example Afghanistan is going to join within some years but it still does not have competent and powerful food regulatory authority who can ensure food safety for the consumers. So my concern is this if this country gets membership and trade increases what will happen to the consumers?
