When no new value can be exchanged between the person and the company.
When you stop growing, stop learning and feel the organisation does not benefit from your services have a one on one with your HR team. (I'm talking about years of stunted growth given your potential).
If they show interest and try to motivate you, stay.
If not, move on.

Feel that is time to change the job is something that dipends by the single case, by the background of the person, his skills, his abilities and expectations. In general, I think that one should leave his job when there are no more good aspects, when the only idea to have to go to work let you become sad, when you are not learning anymore, when you are not exploiding your potential. A job is a basic thing in the life of people, and should be an individual right to have a suitable job.
All friends gave nice answers but all of them highlight same condition but in my point of view one should not stop growing up.if you are confident enough that it is the time to move one step up and you know that in your current organisation chances are very less you should seek new opportunity but with high designation and responsibility rather than wait for next2 or3 years.
I know some of my friends are bankers they are now at very good positions just because of switching from one bank to another but your job changing shouldnot give harm to any body or organisation.
The moment , when you realize that you are no more enjoying / liking what you are doing irrespective of the reason for your dislike / dissatisfaction.
When u loose interest in work u r doing.
When u think it is enough for you to do the same job again and again.
When u r not so motivated to perform.
