How can we determine when the purposes of training are met?

It is quite similar with determining curriculum goals are met. Using a standard of minimum completeness criteria. And it can be measured by tests, practical assessment and performance. The results should be above the minimum criteria to say that the training purposes are met.

I agree with Ismi Puji Hastuti's answer. We need to have tangible tools of measurement like tests, case study analysis, follow up coaching, simulation success.....etc.
