Not True & Not False :-) ....!! Performance Management is an enabling process (not definitive), where roles of PEOPLE in an organisation is "directed, aided, enriched & valued"........we LABEL the outcomes and use it for certain purposes & therefore we call "target & achievement".

False, the system cannot be set as just a target/acheivement indicator. The system will also act as a tool for employee developement as well.

It includes above but is not limited to them. In addition to the above it starts with setting objectives, fixing measrable targets and then comparing actual performance with preset targets.
