A responsive design is a strictly planned design of a page to fit different screen sizes, using CSS techniques or even programming languages to achieve the needs for responsive design.
The most important part is the layout design on the different screens and there is a standards sizes that can be very helpful in a task for Responsive design.
But looking into a simple HTML with absolutely no CSS no JS just a simple skeleton and text it can be called Responsive as well it fit everywhere ;)
Its more on web design, flash or animation that will not heavy on website once uploaded
