in business there is nothing called changed their mind, because everything should be documented.

if you got new job. that means that you have the job letter offer(document).

once you sign it you belong to them.

and it depends on the contract subjects :)

Well you can always go to the labor office to complain, just bring your documents with you and the signed offer letter/contract coming from the new company. They cannot just ignore you if you file a complaint

Job offers usually contain all the necessary work details, salary, duration, penalties applied on both sides in case of canceling the agreement before time. So if a company is a respectful one it will not like that tell the candidate that the job is no longer available. In case there is a real problem in the company like bankruptcy or force majeure, then the company can pay an indemnity to the candidate. At the same time, he can either find a new job or explain the situation to the current company administration.

Actually if companies are free to cancel job offers then there will be chaos in the job market. People will be unemployed and will feel down and no more trust the work market.

Job offer not ensure a job. At first should be see that new companies nature, environment etc. When I ensure the new company is well I decided not resign.

Ok , it can happened , but it's worthy to see the new conditions and read the contract . nothing wrong to to give another opportunity for them and for your self .

There is no responsability will go on the new work, because due to the concept of your question its only jop offer plus you are still in probation period and due to labor law any party can leave the other any time during it even without warning period or letter.
