What are the best certificates needed for supply chain and procurement : APICS CPIM / APICS CSCP / ISM CPM certified Purchasing Manager,

or others ?

Best PROCUREMENT is you quality and service this is just realty of any business.
CSCP, by APICS
CSCM by ISCEA
CIPS
all these are present day specilization courses being offered, but before selecting any of these , one must chalk out his /her carrier progression plan, also discuss with your senior , may be he is having some diifferent idea. This will help the incumbent to select proper certification .
CIPS is no doubt the best of the lot for PROCUREMENT - but for SUPPLY CHAIN overall APICS is good
In Canada, the best designation to follow is PMAC Purchasing Management Association of Canada, followed closely by CITT and Plog. Also If you don't have a background in scam or procurement, a post graduate certificate or diploma will satisfy the basic need.
it is enough to have business management certification with more focusing on the experience.
For supply chain management: CISCP or APICS
For Procurement: CIPS
Best Certification is the ERP Module of SCM in SAP
In my opinion, there are none BEST Certification, as without quality and knowledge of the person itself it will be quite useless, as he/she will not be able to performed well in field.
But for title purposes and from your options, i believe CIPM & CSCP from APICS is quite well known (I took SPSM from USA though).
Scope: -APICS for overall supply chain
-CPM for highly focused sourcing function
Recognition:-APICS are more recognized among American Firms and in the USA.
-CPM are more recognized in Europe and the middle east.
