When looking at getting your content on other blog sites or news sites the first thing is to identify your list.
Draw up a list of popular blogs in your niche, news sites etc.
You can use alexa search, Google blog search, StumbledUpon etc.
Once you identify them you need to approach them the right way.
Don’t sent out a generic email to everyone.
Make sure your conversations are contextual as your goal is to get the recipient engaged.
Whether it is by a direct email or by leaving a comment on their contact form make sure you entice them by offering value.
Why should they publish your content? What is different in what you offer? How can they benefit? Once you establish contact make sure you maintain this rapport.
