Does a manager has the right to deduct employee´s salary as a penalty? (Under any circumstances)

No deduction can take place from an employee's salary without a full investigation into the circumstances triggering that action. Care has to be taken that all labor penal procedures are adhered to before taking such action.

Otherwise, the employee can go to the labor court for refund and additional compensation. The labor courts could result levy additional penalties on the company for not following due process.

This is considered unethical effect from the manager.

No, Managers don't have right to deduct the salary unless the company has a penalty schedule approved by ministry of labour or if in case the employee is involved in any case that cause damage or loss to the company but such deductions shouldn't exceed25% of basic salary per month.

NO manager do not have the right to deduct employee salary as penalty for any reason except in one case which is if the employee does not attend work without any accepted reason or critical excuse at this case by company rules i can deduct employee salary as penalty
