All customers are diffcult neogtiator, because they are negotiating for the benefit of their organisation. However, I feel, "customer of your competitor" is diffcult to engotiate with.
Negotiation more dependent upon Personality of customer , but from above list B ll test your negotiation skills as he already got some options.

Well in today Dynamic , competitive Environment, Customer is always difficult to read,
Whether it is old , or new.
Anyways i think Customer of your competitor is difficult to negotiate , because in which you have to more focus on market trend , price and try your customer in to the WIN-WIN situation.
Negotiation becomes challenging in a situation where customer plays the card of competitors strengths and tries to extract the maximum.
According to my opinion, A complete new customer is the most difficult negotiator .
Because in that condition we approaching him/her to buy, Actually they don’t require the same .
i believe the toughest customer to negotiate with is a customer who hasn't defined what he really needs.negotiating has to be built on clear grounds,both must know why and what they are negotiating.
i believe negotiating with ignorance is the hardest,.
