Yes, all three are the basic requirements to be fulfill.
YES, HR manual is enough.
Yes all three options are important and should be in employment legislation.
Yes its must be that
Yes it is part of the hr manual but normally outsourced staff are excluded. We should change the labour laws so that there is equal benifits for equal work done by any emploee any where in the world. That would be true globalisation. It wouldalso stop all migration to the west.

These are the foundations of work and rights of workers
Which, when available, are in favor of work
Dear Respected Sir,,, this is really a nice question . First of all : the term (legislation) is using in the PARLIAMENT only and for the corporations we usually use (ADMINISTRATIVE REGULATIONS) OR (BY LAW ) .
Secondly , the importance is not for the availability of any kind of law inside the institution , its merely about the APPLICABILITY OF THESE RULES .
Dear Respected Sir , i am really very happy t discuss these legal issues with a nice person like you.
WISH ALL THE BEST FOR ME AND FOR YOU TOO .
GOOD LUCK
It is the role of the Department of Labour.
