Does the type of Qualifying Degree help over Experience for getting a job ?

<p>I mean to ask, if a person with higher qualification and without experience is liable to get offers than a person with minimal qualification and some experience ?</p>

According to my point of view if every job need experience then the fresher with higher qualification will hard to get job offer. so person with higher qualification should get job offer then a mini qualification with experience.
