If permitted with special sanctions: Roll over for the next period for utilization along with next years allocation.

Otherwise, it  account for Lapse of funds and remain unitized.

The unused budgets having no space for the future commitment but it can be used for the progress if government thinks it appropriate otherwise it can not become the target oriented.

Unused portion of the budget must be traced back to the public treasury. this is what it should be

First we should investigate if there is some future commitment related to decisions of the current year and if any we should reserve from the budget. the rest should be returned to government.
