Youth teaching program by university students which is supported by all stakeholder either government, universities and sponsors in align and on going programs. I have a thought that university students have to be involved in education extension to suburbs and low classes society. Beside concerning to the children, it is also needed to concern to the parents extension about the understanding of education importance. Personal experience, some student organizations have started doing this charity and care but in very limited scale due to limited resources and less supports. It would be nice if the universities and government utilize the young energy to support the education development. In other hand, It educates the university students about social cares. University is the highest education organization, so it's better if they have a program as devotion into society moreover concerning to education in real actions, not only as a discourse.
Financing education in these countries is very important, but I do not think financial motivation or incentive or salary increase is the solution. Teaching profession must be respected and valued as a prestigious job. Top-down leadership and management style is simply inadequate to meet the complexities, demands, changes, challenge, expectations, and the uncertainties in the modern school organizations. What do we see? The curriculum is mostly developed by top ranking officials to satisfy their political interest. Most of the developing countries adopt an authoritarian approach to school leadership and management. The focus is on the Principal’s efforts and achievement, neglecting the efforts and contributions of teachers who know the interests of and work directly with the students for which reason the school exists. Teachers must be involved in the planning and development of the curriculum. If they are involved in the curriculum planning and development, they will defend the decision for which they were part. However, if they impose on them, they act accordingly. Teachers are leaders by themselves and must have their share in the leadership and management of schools. The focus of schooling should be of interest of the learners. There is the need to bring all efforts on-board to work together in an interdependency relationship. Again, there the need for all players in education to see themselves as learners rather than the power-drunk relationships in schools (collaborative leadership and community of practice in schools)
I can quote India's example.
In India education has been spread far & wide after decades of Governmental as well as socio-economic efforts policies & programs .
But now India can boast of world class higher education in the cities & national level pre-primary primary & secondary education.
If we read the educational reform models of countries like India & Japan we would get equipped with many brilliant ideas to promote education in developing countries.

The biggest expense for education
I believe the process has to start with the teachers and educators in these countries,they are low paid,unappreciated and most of them can't make ends meat,how do expect them to perform and provide needed positive growth if they are unappreciated and are really financially poor?
Development of teachers and leaders will contribute greatly to the growth of this field and will transform illiterate to educated people.
Í think for a populated developing country, the best thing to attract the low income masses to send their children to school is to combine education with skill development since childhood, and the skill tests should have rewards to encourage the children to choose the curriculum they like, which will help them develop themselves for future in terms of income generation.
