Many different answers are possible to this question and some mentioned earlier (Goals/Objectives & Ressources; Vision & Strategy) seem very suitable.
I would like to think of this 'charade' inversely and suggest this response: First - Shared vision (that should actually come as second) and Second - Future Search (which consists in a very pragmatic method to facilitate collaboration within a group).
Future Search usually takes the form of an interactive meeting where individuals work together to identify shared values, determine an 'agreed upon' future scenario based on realistic goals for which they elaborate an implementation strategy.
This approach does not fit the common top-down strategy development models which are traditionally built on a 'conflict-power' value system. Instead, Future Search lies on a 'consensus-knowledge' value system. Indeed, one of the main condition for success of Future Search is the ability of participants to focus on future actions and only treat problems/conflicts if they are relevant information for improving the system.
