I would suggest it is not what he knows, rather what he achieves regardless his/her qualification or his/her experience.
The question how would we spot the guy from the recruitment phase?
Well, just set a demo job process and ask the candidate to finish it as creative as he/she can. I am sure you would know if he is the one.
