Yes he/she can but to an extent, where it has to be related to his education, an electrical engineer who sells switch gears can perfectly sell drives, but he will not be able to sell pacemaker, except if he is willing to take a course in physiology to understand heart function, even though he will not be competent.

As said before, I think a sales person with an electrical engineer background/experience has better chances to sell an electric product than a person from other areas. And when I say "sell" I´m not only referring to the"sales act"; I mean that this professional has more knowledge to share, to understand, to use technical dialogue, etc, with the potential buyer view/needs/ buy expectations.....
The sales are getting more technical implications than only mere act of acquisition. Not to talk about the pos-sales...
Answering more directly to the question, I agree that some sales person can sell a product with some technical formation, but why "loose" time doing that if you have other people better graduated? If you don't have that "specialised" team, well... lot´s of formation is very recommended.
