Well, I believe in Gulf they give more preference to F2F interviews than telephonic rounds. Try to find Friends/Relatives who are already living in Kuwait ask them to help you out for finding out the good organizations and plan a short trip for attending face to face interviews. I would also recommend you to complete Educational Certificates attestation by authorized entities/bodies. Attestation will make work-permit process a lot easier and your employer would also have faith that your Education is genuine.. All the very best - Sujit
