City built on a proper resources and systems, regardless it has SMART phones or computer systems or not. 

Smart city must NOT be a silicon city

A smart city is an urban development vision to integrate multiple information and communication technology (ICT) solutions in a secure fashion to manage a city’s assets. The goal of building a smart city is to improve quality of life by using technology to improve the efficiency of services and meet residents’ needs.

Actually it is used loosely I think we can say Smart Services – Smart Government not more but for cities it still far. They are using SMART and GREEN for propaganda.

In my opinion , smart cities have a negative and a positive impact on human life. The positives of smart cities that they are more organized , healthier and enviromentally friendly . the negative side is that ,our cities are becoming more controlled by private institutions  such as  IBM, CISCO . This kind of control , transforms the public city into a prvate one.
