What do you do when a colleague is late and prevents you from accomplishing your task?

If the colleague is a part of my team, then he will surely hinder my capability to finish the task and also set a bad example for others. I will give a fair warning to him first, making him realize the damage he is causing. If he repeats it second time, his responsibilities can be given to someone else (temporarily), or I can approach my Team Leader for the same. Next time, he cannot be a part of my work environment.
