make sure wifi is turned on, on your device:)
Try to get close to the source of the signal - the wireless router for example,
if still no signal, then it might be hidden - ask the networking professinal
if you add it manualy and still nothing then the device could have a problem.
If you are too far from te source you can consider using better antennas or using more routers or using repeaters to make you connection have a bigger range.
Restart WiFi, Check the implemented WiFi Settings (Protection Password, Authentication and Encryption Key) then Restart WiFi Again.
Try to restart your device then connect to wifi.

1. MAC Binding must be an issue in the above situation.
2. Make sure password and username is correct.
3. try default setting of your device.
Just delete your history wireless network that was connected before, then reconfigure your modem or router and change the security encryption password to wpa2 version.

In laptop if it cannot detect any WIFI connection you should check the WIFI card if it is broken or not, you may used another wifi card to test it, also you can check your wifi settings if it is turned on or off, if it is off then turn it on.
In android you may fix that problem by restarting your android, if it still not working then try to find your android's wifi adapter driver or better yet download the latest firmware of it then flash it using third party applications like ODIN, Phoenix card etc. I hope this helps..
