It is applicable to both process and construction industries.

However Heinrich proposed this model in early1930s and safety concepts has been changed since than. The more accurate and latest model was presented by Frank Bird in late1960s.

He analyzed1.7 Million accidents reported by arround300 cooperating companies. These companies represented21 different industrial groups, employing1.7 million employees who worked over3 billion hours during the exposure period. He suggested the ratio to 1 (fetality)-10 (serious)-30 (minor)-600(observations/ incidents)
