I would say before any training make sure the tasks are clearly explained to him because he might be confused or doesn't know what exactly is expected out of him.  Then I would do D. Others, which is not training but  on the job coaching  to help him assess priorities and divide big tasks into smaller tasks, and train him on some concepts like shorter job first.  and A. Time Management  will be needed too.  

I would also make sure I have a motivational program in place because the problem could be that he is not motivated enough to get the job done.

 

I would also consider relocating him or assigning different tasks because the problem could be that I am assigning tasks to him that he can't do or doesn't fit his skills.

Training will be required only if the reason is lack of skill or expertise.

However there may be other reasons that require different solutions as stated under :

 - Improper Working Environment (lack of comfort, noise, distractions, poor office culture)  

 - Lack of Motivation (poor leadership, unfair compensation, rewards promotions & increments, job insecurity).

 - Domestic, health or family issues leading to financial, emotional & psychological stress.

To me it seems like he needs Time and Priority Management Training. He may also be having other psychological problems/stresses in which case he just needs proper counseling.
