Actually this is a sophisticated question needs to know a lot of data to answer but I'll give you a general answer.
There is a general ways to perform competency mapping in the organization such as :
1) Benchmarking other organization has the similar pattern and get ideas from the competency for similar jobs in your organization.
2) To do intensive meeting with the executive heads for each departments and under stand from them their need to reach organization strategy and depend on it you put the competencies.
3) To set down with individuals employee to understand the job and joint with organization strategy and set down the competencies
This is the main ways that you can use to perform competency mapping in an organization and the most important to have ideal one will be if the organization has very clear strategy
