Its partially true but its all depend on industry, function and company
there are different ways of management and thier application as per need
for exmaple, if its in R&D department, Yes, it shall be, pick the right man and dont do micro management.
If its in Aeronautics, It cant be true, U have to keep supervise.
but BIGGER QUESTION is- HOW do you KNOW, who is RIGHT MAN and HOW do u find him.
even Goggle HR has accepted that there is very less link in performance during interview and real time performance So There is NO tool by which you can really predict a real time performance to be called- RIGHT MAN.

These days Executives are neither allowed to pick nor having time to meddle. He is left with moulding the given men to suit his requirement. Once this is done, result will start flowing with minimum supervision. On and off intervension is required and not the interference.
