Only after risk response planning new actions will be taken to mitigate , eliminate or accept identified risks . These actions will lead to new WBS and new activities to estimate resources, cost and time then develop both schedule and budget for the project.

Because in order to create an accurate schedule and budget as much as possible, the project manager needs to first make sure he identifies the project risks and is able to mitigate those risks.
