It really depends on the type of work it is.. If the work is highly confidential and there is a threat of losing valuable information if worked from outside of office networks, then of course I will not allow this. If the nature of the work is not confidence, and if company policies allow employees to work from home, then I will allow the employee to finish work on time no matter whether he works from home or in office....

In an ever expanding work space, the deliverable and the quality of the deliverable matter, the physical location of the 'Doer' in concern here should not be of much concern. There are other factors that also need to be considered (read "security, data privacy etc etc) before you allow remote working. But again that should be brought up to the security / information office of the organization for decisions.
If remote logins to the organizations network are permitted thru use of appropriate software, I do not see a harm in working from home if need arises (read sickness etc etc) but working from Cafes and public places should be avoided.
It depends on nature, type and urgency of work. I appreciate this work because we are in digital world.
There is no standard rule to be shared for this. It depends upon the concerned manager to take a call considering his/her organisation's requirements. Weigh a detailed cost benefit analysis and decide within the organisation if it's acceptable.
That is depends on :
1- The culture and policies of the org.
2- The kind of task.
3- The methods of communication in the org.
Regarding this matter, you need to see the industry you are working in. In some cases this is feasible, if his tasks do not include meeting with clients or receiving client calls and if he need to be creative in bringing up solutions.
on the other hand i would not agree in the case his tasks are related to others in the office and need to be present .
Only under unavoidable circumstances. Discipline and control is essential in every field and also the timings. Performance alone cannot make everything perfect. Office and its atmosphere is a first impression and I believe it is essential.
A point to be noted that Organisations encourage work from home as they believe that an Employee is more productive and creative if given an opportunity to work from home/cafe. If the Organisational policy allows, then on case to case basis the Immediate manager of the executive should decide on this matter. If the assignment is confidential in nature, than data security is a question, so work from other locations needs to be avoided in such cases.
Deviating from the organization's culture & policy
will seriously and negatively impact and endager the overall disciplinary ambiance!
I would confirm to you that specifically in the world of Manufacturing such permissions
are sytrictly prohibited.
Hence that happened to me the opposite case, as a sort of motivation the boss proposed to me to
accelerate the procedures elaboration process either at home or at a hotel of my choice.
Generellay exclusions should be well justified and undertaken within too much perticular context & conditions.
