In my own opinion there is no specific answer but a whole process . For me an approach towards solving other surrounding problems creates more meaning for the design . it can by itself become cultural if people are interacting with it. What butter way to make people interact if you give them their needs.
As for Environmental treatments. We have a lot of old ways used like Al-Mashrabieh or AL-Malaqaf. The smart way is to integrate them using modern methods and enhance them.
In short each location has its own specialty. The more reason and meaning to your design the more people will gather insuring its cultural impact.
