Civil rights are the rights of individuals to receive equal treatment in a number of ways that includes education, employment, housing, and more and based on certain legally-protected characteristics. Historically, the "Civil Rights Movement" referred to efforts toward achieving true equality for African-Americans in all facets of society, but today the term "Civil rights" is also used to describe the advancement of equality for all people regardless of race, sex, age, disability, national origin, religion, or certain other characteristics.
A civil right is an enforceable right or privilege, which if interfered with by another gives rise to an action for injury. Examples of civil rights are freedom of speech, press, and assembly; the right to vote; freedom from involuntary servitude; and the right to equality in public places. Discrimination occurs when the civil rights of an individual are denied or interfered with because of their membership in a particular group or class. Various jurisdictions have enacted statutes to prevent discrimination based on a person's race, sex, religion, age, previous condition of servitude, physical limitation, national origin, and in some instances sexual orientation.

They are the rights that stay the same regardless of the time but these rights are valid in an area of Earth. If you exit that area, then these civil rights will be invalid and you might (or might not) have a different set of civil rights in the new area.
So, if you, for example, exited Germany, the German civil rights will not be valid outside it.
NOTE: This area of Earth can be a city, village, state, province, country...etc but not places such as companies, supermarkets etc because companies, supermarkets will be part of the city, village, state, province, country etc and therefore the civil rights will be valid there.
