Definitely we need to learn the skills first before we practice to become an expert. We need the basic know-how before we can actually apply it. This is the purpose of education and learning, to know the correct skills or judgements or procedures to make sure that we are prudent and competent enough to start practicing our profession.

For a successful career, you should have a solid foundation on knowledge and skills before you practice. That is why we go through tainings and seminars after our college degree. In my opinion, practice and conceptual skills both are important for successful career. 

People who are able to see the key elements in any situation can see the enterprise as a whole, see the relationship between the various parts, understand their dependence on each other, and recognize that changes in one part will influence the others.

Competency is the ability of an individual to perform a job properly. It is also an combination of knowledge, skills, and behaviours used to improve performance, ability, role, management, emotional intelligence and negotiation.
