NO, Leaders has to be good managers. Because the canvas of the leaders, is much more wider than being simply a manager. Another thing which is very common in academics is that, leaders are born, while managers are made. So the its the born instinct of leaders to be good managers as well.

Manager
A person who is responsible for managing things or work in efficient and effective ways.

A leader can be a good leader while a manager rarely a good leader.

Manager should not have to forget his past when he was only a team leader and how many difficulties he faced during this path of growth.......he must guide and motivate his subordinates to achieve more and produce positive result.
Everyone talks about good manager & leader. But what a manager or leader should have the qualities?A manager becomes a good leader only,when he possess good communication skills,emotional quotient at the same time intellegence Quotient & he/she should understand ethical values.You can get the work done with your communication skills ie verbal communication& non verbal also plays a lot .If you have these qualities,everyone follow you and a leader should have followers.
A person who manages people needs to be a good leader. A person who can lead by example, can motivate people and guide them through the completion of a task.
my answer will be NO. its not role that every good manager are good leader, why?! because i have manager but not a leader, and i have Supervisor LEADER.
from my side i would like to work with a leader not for a manager and not leader.
