Creative thinking is the Origin point of many ideas. Those who create ideas, they know how it fully works, or how it has to work. Leader belong to the creative thinking group where the implementation part is left to their followers. Naturally followers are forced to ask the leaders how to solve the issues arising out of it and it is quite natural. When the followers capability reaches to the top level so as to solve the problem their own the Old leaders' position will be replaced by the capable persons.

Leaders are the controllers & officials also for study ,develop
solutions , follow up ,resolve problems, remove all
the difficulties , ways to implement the solution & direct
all team members as well too.

Sometimes bosses say, "Don't come to me with a problem - come to me with a solution." That way they hope to inspire leadership at all levels, and ownership of problems at all levels.
Both are complimentary to each other. If followers think about problems and solutions, why do they need leaders?
I think that some of the most important skills or competencies required in professional business managers are to be ( proactive and initiative) . Manager or team leader has to plan and organize so he/she should be able to think about and apply solutions rather than being stuck with problems. Overall any individual who has a leading personality should recognize problems and prepare a solution before even reporting it to his superior

Most important for a leader is that he should be a good listener. Anyone in the team can be the problem identifier and the other may be the one who gives the solution. Leader is needed to validate both. Also, a leader should have vision to be the first to identify and resolve the problem.
