For a PM to be called experienced, how many projects should s/he have worked on?

Good question

Well.........in my point of view

I think it's not measured by the number of projects but measured

number of years of professional experience in the field of specialization

and in order to launch the project manager expert

 he/she  should at least have ten years of work in the field

of specialization and work in about five successful projects.

I think the word "experienced" is not mainly applied on quantity projects, though on quality and scale of projects. A PM can work on one or2 projects annually but of a very large scale. A PM become experienced when managing larger of big scale projects whereby a PM can test his/her skills while working in a competitive market or environment which involves numerous action items and deliverables to be achieved.
