their is considerable improvement in HR performance in the middle east in general yet still not enough. small organisations mostly don't have HR functions and just personnel department called HR.

UAE specifically is focusing on both Management and personal objectives. I think this is mainly because they have allowed them selves to be a freely operating market with various and multicultural investors. They have training programs, departments, and even university degrees that focus on HRM and its benefit in general. This unfortunately only applies to UAE as the rest of the Middle East is still struggling in that area.
