Find out why he is doing that. If he is doing it because the product is to soon become obsolete, I may resort to same. That is 'cut my losses'. If it is for some other reason, say he is getting out of the business, then I may buy some of his stock and sell it myself. We have to first find the reason.

Analyse affect on your business based on the competitor activity.

Just because your competitor is selling in "Loss" its not advisable to you too sell in "Loss". 

If you see from customer point of view.. 'Why this brand is giving so high discounts... Is it damaged, is it near expiry or any issue"... Customer's not always prefer such products "The element of doubt always prevails". Trust me, big players irrespective of the market situation will never do "Loss" business. It's usually new entrants or due to "Real Issue" with the product they indulge in this tactic.

Even if this situation, be sure the regular supply of your products, the distribution is intact.

You can also take calculated risks (If there is an direct impact of such activity)  of bringing attractive promotions with innovative advertisements or attractive BTL Activity etc thus the counter should be calculated & worked on rather than random or spontaneous.

Got to complain to the main supplier.

If it's with loss probably I will buy.
