I think Qatar would be a great place to apply especially if you already have previous work experience.
For Broadcast Journalism and all the points you mentioned you might as well apply to Al-Jazeera Network.

I agree that Qatar offers the best working conditions for journalists, in the terms of payment, work environment, and above all it has already got the attention of the region and beyond.

Each country has its own broadcast style or pattern, from which you can learn completely different things. Each media outfit can give you substantial learning experience if you want to.  To be choosy on which outfit to join may limit your opportunity to acquire a broader learning experience.

Its NOT just about, which country in the Middle East offers the best broadcast media infrastructure.

You have to look at: media regulations, freedom of speech

1) Media regulations,

2) Freedom of Press

3) Regulations on Citizen Journalism

4) Influx of talent and stories (counting them as one)

Based on that, Doha, Dubai and Cairo take the lead.

There is at least one media conglomerate operating in each of these cities that offers a great framework for broadcasting with great media mechanisms in place.

Any views on my answer?
