1) Look at the existing process and delete every step that is not needed anymore 2) Establish what requirements the new process has (Regulations- Process flow, Stakeholders- involved and so on) 3) Consider additional opportunities (save time cost or quality, employee and customer experiences) 4) Design new process 5) Test – go live and review periodically - adjust

Re-engineering is rethinking and major redesign of the existing process in order to achieve performance improvement in term of cost, quality, service etc...
The re-engineering process can be done in 5 majors activities: 1.
Prepare for re-engineering 2.
Map and analyze " As Is Process" 3.
Design " To Be Process" 4.
Implement Re-engineering Process 5.
Continually Improve

first thing, you have to map your as-is process, perform a value stream mapping, see the unneccessary activites, and delete them, try to streamline your process (however, don't overdo it), design your to-be process, and don't forget to document a change document that does not only say what to change, but also answering why, how, even when to do it (if you have the resources).
assign change owner, and implement

In my opinion, while re-engineering a process, it is very important to have the customer & supplier perspective in mind first.
Who is the customer of the process? What are their expectations about the output? Who is the supplier? How do we ensure quality of their inputs to the process? Once we have answers to these questions, we should go ahead with the mapping, analysis and improvement.
Throughout keeping deployment capabilities in mind.
Else it will remain just another process on paper.
