first thing, you have to map your as-is process, perform a value stream mapping, see the unneccessary activites, and delete them, try to streamline your process (however, don't overdo it), design your to-be process, and don't forget to document a change document that does not only say what to change, but also answering why, how, even when to do it (if you have the resources).

In my opinion, while re-engineering a process, it is very important to have the customer & supplier perspective in mind first.
Who is the customer of the process? What are their expectations about the output? Who is the supplier? How do we ensure quality of their inputs to the process? Once we have answers to these questions, we should go ahead with the mapping, analysis and improvement.
Throughout keeping deployment capabilities in mind.
Else it will remain just another process on paper.
