While writing a book for kids, what is the first step; Graphics or dialogues?

<p>Books for kids need more pictures than text. How do we need to start? Do we need to draw the pictures first or it is the text to be written first?</p>

I believe that when it comes to books, you need to create a character profile graphics first. This is on the premise that children's books are attractive because of the illustrations.

 

In any case, we (the writers) always do a character profile first for fiction anyways.
