What is the best way to make the workers follow your safety and health programs?

you can achieve that by  the followings:

• Your commitment towards the safety program as well as the top management board. 
• Training.
• Recognition system.
• Disciplinary actions.

The best way is to get people involved in safety by giving them a meaningful activity that supports the HSE program and value their input and feedback. For my experience I notice that employees often know more about safety problems and maybe solutions than than managers do! The methods are too many to be mentioned in a few sentences. But the main thing here is get people involved and awarded! 

Implement on yourself first

1. Provide the key elements of knowledge, control and support.

2. Offer the necessary levels of education, training, resources, and authority 

3. Focus your training on principles 

4.Include a safety information column 

5. Sponsor “The Day of the Pig.” 

6. Protect employees’ voices.
