Only a true HR professional (not necessarily all HR managers) with vast experience of organizational design may perform job analysis. however it must be noted that he alone cannot accomplish the task and for this purpose he needs assistance of respective HODs and employees and sometimes an area expert. for example, HR professional may not have knowledge of sophisticated equipments in QC lab.

Job Analysis is mostly conducted by the "Psychologists or HR Representative" who are specially trained by the supervisor.

To do Job analysis you should be fully understand the organization structure of the company und understand the job function of each unit , so you have to stay with the employees to see who they do the job and then you benchmark with the best practices to the job you analysis.

It is basically job of consultants, consultants have routine experience of JA in market, but in many cases HR managers doing this in coordination with line managers / deptt managers and for high grades HOD-HR n concern HOD.
