The Engineer’s staff shall include suitably qualified engineers and other professionals who are competent onsto carry out these duties. The Engineer shall have no authority to amend the Contract. The Engineer may exercise the authority attributable to the Engineer as specified in or necessarily to be implied from the Contract. If the Engineer is required to obtain the approval of the Employer before exercising a specified authority, the requirements shall be as stated in the Particular Conditions. The Employer undertakes not to impose further constraints on the Engineer’s authority, except as agreed with the Contractor. However, whenever the Engineer exercises a specified authority for which the Employer’s approval is required, then (for the purposes of the Contract) the Employer shall be deemed to have given approval. Except as otherwise stated in these Condition :
(a) whenever carrying out duties or exercising
authority, specified in or implied by the
Contract, the Engineer shall be deemed to
act for the Employer;
(b) the Engineer has no authority to relieve either
Party of any duties, obligations or responsibilities under the Contract; and
(c) any approval, check, certificate, consent,
examination, inspection, instruction, notice,
proposal, request, test, or similar act by the
Engineer (including absence of disapproval)
shall not relieve the Contractor from any
responsibility he has under the Contract,
including responsibility for errors, omissions,
discrepancies and non-compliances.

The construction engineer must show a strong sense of human contact but also negotiating skills because he has to work in harmony with the service studies as with the foreman. Rigor and anticipation

The FIDIC contracts usually involve "the Engineer", who has a defined role to play during construction - and we assume this is the "different Consulting Engineer" referred to. The "Designing Engineer" could be an engineer engaged by the Employer just to design the Works (with the other Engineer taking over to supervise the Works during construction) - or he could be an engineer engaged by the Contractor if it is a design-build or turnkey type project. In the first case, presumably he would be engaged under the FIDIC White Book (or something similar) and his terms of reference under that should define his role (if any) during the construction period. In the second case (if he is engaged by the Contractor), he will presumably be considered to be a part of the Contractor's organisation carrying, in effect, the Contractor's responsibilities in the Contract for design.

civilizations at different ages & times
so they can resolve any difficult problems anywhere.
I would say overcome all technical, management, logistics, business, schedule and cost issues in the implementations of EPC.

The Engineer is nominated by the Employer. Certain powers, beyond those specifically defined by the contract terms are then delegated to them by the Employer. These terms are outlined in their letter of delegation. You will also need to define the powers of other stake holders such and the Employers representative and the employers representatives consultant.
The FIDIC engineer is responsible for contract administration on behalf of Employer, have no right to change the design, shall follow the design and refer to Design Engineer each time there is a such a need. Design engineer helps assure the Employer that completed building will reflect the intend design.
