Deal with it. Most of the purchase department officials are corrupt. They accept cash, kind or quid pro quo.

It depends on your company policies. If they do not encourage such dealings stay away from it. Anyway such a client wont be loyal as he will go with whoever throws more buck his way. A lot of complications can be avoided by doing a clean deal.
