NO NEWS,,,,  PURCHASE DEPARTMENTS ARE MORE OR LESS LIKE THAT ,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,,   AMERICAN  APPROACH IS THAT IN ANY DEAL WITHOUT KICK BACKS MEANS NO PROSPECTIVE  BUSINESS ,,,,,,,,,, IT WILL NOT ACHIEVE ITS MAXIMUM ,,,,,,,,,,,,,,,,,,,  IN BUSINESS WORLD , THERE ARE SOME OTHER ETHICS WHICH ARE NOT TOLD IN TEXT BOOKS............... Deal with it. Most of the purchase department officials are corrupt. They accept cash, kind or quid pro quo.

It depends on your company policies. If they do not encourage such dealings stay away from it. Anyway such a client wont be loyal as he will go with whoever throws more buck his way. A lot of complications can be avoided by doing a clean deal.

Act as if you don't have any idea about that department. Give them the best prices possible.

If you have been approached convey it to your bosses, this way it's not your call anymore.

Well now the question is, is the corruption in conflict or in connivance with higher authorities, that alone would decide whether you should move ahead or not. Personally I would refrain from corruption, because only too people can afford it, those who are too small to be noticed or too big to manage all risks.
