Better to look at it as a long term investment. And you should know to get a return from your investment.

Agree , but this problem could solve if there was agenda in organization in which  the organization took charge to pay all training fees for employees belonging it

I believe in training whole-heartedly, as do most employers and employees. I am not sure what training would need to be financed. After all, if it is training that is for the benefit of the company, the company should be paying for it anyway. In the unlikely event that employee has to pay for his or her own training opportunities, the company should definitely finance such training. If you are referring to education, that should be viewed quite differently. If it is general education, such as an advanced degree or language training, The company should make an effort to finance that sort of education for employees that desire to attend, but do not possess the funds to pay for the educational program (so long as the company finances permit).
