I disagree.  Performance management should not a be a year end process but a continuous one focused on1) clearly defining the performance management objectives2) undertaking regular performance measurement with a view3) improving the overall performance at the individual , operational and strategic / corporate level. The objective is improving the performance while the same is being carried out and not once the same is over- the period end. I hope this is helpful.

Performance management throughout the year and be in the case of an annual evaluation was normal, but when asked to assess the Department of Administration or quarterly or half-year for the purpose of what the right that this is due customized for corporate system and the goals to be achieved.

I also disagree. Performance management is an ongoing process that actually is aimed at improving performance, it is not the same as a performance appraisal or evaluation.

The agreement for disagreement.  Performance management is an Ongoing process and continuous in nature, the discussions are only capable of generating certain reports that too very late for taking correction steps and actions.
