Only inappropriate decisions need be changed.  Flexibility according to others' tone is, I think, not a workable solution for the job role in a manger's position.  It doesn't mean that an 'Autocratic approach'. Flexible being a human being  but firm on decisions.

Managers are the decision makers within their team, and they are responsible for every decision they make. Therefore they have to be very careful with their decision. Good managers are those who base their decisions on facts, advice from others, own experience and personal abilities. Good managers have no problem changing their opinion or even decisions if they got to know that they were wrong. 

So my answer is (D). A good manager should never be stubborn.

If you have to be stubborn then management isn't for you. Managers should never be stubborn but to keep an open mind of the new developments and strategies. If the manager is stubborn, imagine the employees who are under his supervision..

* If you are just a cruel manager and a bad leader then the answer is (A) All the time you need to be stubborn in your decisions

* But if you are a good leader then the answer is (D) Never, you don't need to be stubborn in your decisions as your followers will already be willing to follow your ideas and decisions ...
