Customers for 'Business Development' refers to acquisition of new clients for the Company products.
Based on the Target Market & based on the Industry, the BD department should either by Advertising about the 'Product Portfolio or services should Market & reach the 'End Users & should involve with customers of making them know about the products, its benefit's, It's services, its key differentiators etc should be made understandable. The sale may or may not happen immediately & based on the type of the product in question. It is a long term process.
If it is an End consumer oriented Mass distributed products, the BD should focus more on increasing ND (Numerical Distribution) thus should engage more with Retailers & make them be either the partner to sell the company's products or present them the benefits to list the products & sell in their outlets. The focus is to increase the visibility & easy availability of the products in all the locations & much higher number of outlets.
