Better to buy FOB customs cleared at seller's side when the shipment is made on vessel.

Or to buy FOT (free on truck) when your are loading on trucks-trailers-lorries 

If you means customs clearance at destination , better to specify incoterms C&F customs cleared

i didn't understood your question but would like say that the inco terms does not drives the faithfulness of customer. INCO terms are medium to facilitates to Logistics operation  ( movement of manpower or equipment from one to another)
