There are main factors in designing an excellent strategic curriculum development.
You have to know whom are the learners, age group, knowledge, diversity, current technology, learning environment and etc; taking into consideration the frequent pedagogical changes.
After gathering these data, you can come up with the learning outcomes, lesson plans, assessment tools (activities), evaluations tools, rubrics (exams).
Then, hopefully you can accomplish the learning objectives.

This question is very serious and important: The first strategy is to gather feedback from all stakeholders, teachers, parents, local community institutions,etc.....
Also, feedback should be gathered from evaluation and assessment centers and examination departments.
The second strategy is to review all formal documents and decrees that define gaps in the educational system, such as recommendations by relevant conferences.
The third strategy is to review innovations in education and educational technology in order to evaluate the efficiancy of the curriculum.
And finally, based upon the finding of the analysis of all the mentioned up, a draft for suggestions should be written by specialized people, then approved by stakeholders, and then translated into modifications.
The modifcations could be on the learning outcomes, standards, performance indicators, assessment strategies, teaching strategies, learning strategies or technology.
