It is for sure a relative process. Selecting a strategy is based not only on internal issues which you keep under control, but is also based on external factors where you have little or no grip on such as market demand, market development, political development,....

Besides, sometimes strategies may vary upon product and market.

A Perfect strategy is often described so but a relative concept as the scope for creativity differ from talent to talent. Higher level of confidence over a strategy for its outcome termed as best but when the responsibility changes from one hand to another it may  open other avenues and unforeseen growth areas which can further boost up the results.  Hence surely we can say that it is more of a relative concept.
